Yes its free. By using the /vehskin command. Keep in mind that if you choose to use the pre-existing skins in the garage the designs you choose will not be free.

I think you can open Client file to check Vehicle's number then you can recover it from F1 panel and change the color.

If you don't find files of mods here, it's because those mods don't have a specific support for shaders.
