Reducing Lag and increasing FPS for a better gameplay !1-
I have quite often noticed a lot of players going through extreme lag which may ruin the gameplay experience for you.So,i have come up with a solution without actually spending any money or buying a new PC for those having this issue.
FPS and Ping may depend on the place where you live,the nearer you are to the server's country the better it is.
Removing unnecessary mods:Mods can cause lag thereby ruining your gameplay.Uninstall all the unnecessary mods especially graphic mods since they take longer to read.But some mods such as skin mods won't have any affect over your game,so you can keep them.
Lowering your ping:High ping can mean big lag for you and it is often caused when you have multiple applications working on your PC.In order to decrease ping,simply open the task manager[ Ctrl+Alt+Del] and close all the unnecessary applications such as Youtube,Web Browsers,Utorrent.Utorrent is a big consumer of internet,so make sure it's turned off.This will help lower your ping.
Optimizing your PC for gaming:Locate your control panel, set category on small/large icons and find power options. In power options select ''High performance'' (marked with red). If you can't see High performance option then click on Show additional plans(marked with green) and an option will show up.You will notice some slight change in your FPS soon.
Using Game boosters:Well,this may not sound very good but it surely helps.Simply install the program,open it and you are good to go.There are many game boosters but personally I prefer Razor game booster

Setting processor priority:When your game's running in the background open the task manager[Ctrl+Alt+Del] Head over to the processors tab and look for gta-exe.From there,right click on it and set priority to high.
Like this,you have to do the same with the gta-exe.This will help in gaining a little fps around 7-12.
Decreasing game colors:This method is probably the easiest and you might have already tried it.To do so,simply head over to your Gta San folder and make a right click on your gta_sa-exe.Select properties.From there,select compatibility tab and tick the Reduce color mode box.Select,8-bit,apply and ok.And you are good to do.You can also reduce your game's resolution to have more fps by simply going over options in the game.
Installing Anti-virus:Anti-virus softwares will help you in keeping your PC clean from malwares and viruses.It will ensure the smooth running of your PC thereby increasing game performance too.I recommend installing an Anti-Virus software such as Norton or AVG.

Open any folder and paste this in the address bar ” Control Panel\System and Security\System “
Click on ” Advanced System Settings “

Check the “Ajust for best performance ” radio button then click apply
Change Your Battery Usage Plan to High PerformanceOn the bottom right of your screen, click on the battery icon.

Use ReadyboostIn short, if you do have an extra storage device such as a USB Stick, think about using Readyboost on it.
Insert the storage device then select it and click on ” Properties “.
Surf to ” Readyboost ” tab, select ” Use this device ” radio button, then choose the dedicated memory size you wish to use, after that confirm by clicking on ” Apply ”

Clean you Computer for 'junk' that accumulates over time: temporary files, broken shortcuts, and other problems.

Esc > settings > video > disable smoke ,decrease draw distance ,Make FOV "0" ,Disable heat haze ,Chnage your graphics to low .
If you had problem with FPS drip then change your resulotion to 800x600x16
Disable ingame settings detailed shader and wash car
Set your maximum fps to 45 and minimum to 35
