[IMPLEMENTED] Re-adding SAB criminal event

- After news (DS/DPD moved to AR circle), I believe it's time to re-add one of classic criminal event, SAB.
- Location: next to bank robbery, in this building.
- CE's circle will change to : MDM>BR>SAB>NC>HO>PDR>MFR>DFR>CAS
- Interior of SAB: It will be like SFB. Check this video

This CE used to be insanely fun and enjoyable. I am definitely going for a big fat YES.

In past few months it was known as SFB. That interior is one of the coolest one as we can see in this provided video. Nothing seems harmful if we bring it back in CE cycle.

Re-adding it would be a way better to create a little change in the routine system, and it'll be a wonderful and fun addition for the crimevent. I personally used to enjoy it old days, and of course other players.

I guess the cycle should be changed a little bit since It will allow players to farm easy APB's.

Since most of CE's police officers being outnumbered, they won't be physically to catch the criminal since It will take him like a 15 seconds to get there.

You should also provide a more clear location of the building where the proposed CE should be
